The Massachusetts State Police arrested a man from Revere on Monday and charged him with animal cruelty. The dog’s owner allegedly chained his dog to an exposed steel rod near the beach using a large rock attached to a chain to prevent the dog from escaping as the next high tide would come in and drown him.
Elias Pacheco-Osario, 27, was arrested following an animal cruelty investigation. The dog, a male pit bull mix named Killer, was rescued on Sunday by Trooper Mastromattei with the assistance of Revere Police Sgt. Jack Dean. According to NbcBoston, had the dog not been found, he would have likely drowned as the tide came in.
“During certain parts of the day this portion of the beach is completely submerged, with the tide rising as high as street level, past the point where the dog was chained. The dog was at risk drowning in a couple of hours if he hadn’t been found.”

Mastromattei led the investigation and continued on his off hours. Multiple videos in the area showed Pacheco-Osario walking the dog. He has since allegedly admitted to abandoning the dog and told reporters he had been overwhelmed after his landlord told him to get rid of the dog. He also stated his wife is pregnant, and the dog would fight with the family cat.
“I can’t deal with this anymore. I don’t know what to do so I sent emails, called the shelter. They didn’t answer to see if I can leave the dog there and that’s why took my decision of leaving it there and I left it with food and I know I did wrong.”

Killer is currently in the care of Ocean View Kennels.
Pacheco-Osario’s bond was set at $340 and is due in court today.
