Rosie is barely four-months-old, yet here she is watching the world go by in a kennel cage at the Smith County Animal Control and Shelter in Tyler, Texas after having been picked up by Animal Control as a stray. No surprise – she was not micro-chipped, and her fate is unknown; even for a puppy so young and so innocent.
